dc.description.abstractThis study aims to examine the leadership strategy of regional heads during the transitional period in optimizing development programs in Langkat Regency, North Sumatera Province. The Research focuses on how the Acting Regent (PJ Bupati) design, implements, and optimizes strategies through specific programs during the transitional goverment period. A qualitive approach with a case study method was employed, and data were collected through in-depth interviews, literature reviews, and documentation. The findings reveal that the regional head plays a strategic role in intiating the "Bubur Pedas" program (regent Collaborates to Accelerate Regional Development Completion) as a manifestation of adaptive, collaborative, and innovative leadership. This program successfully foster synergy between stakeholders and the community. However, Challanges such as limited fiscal resources, a short term of office, and negative public stereotypes present significant obstacles. The study concludes that the success of optimizing development programs is highly influenced by the capacity and leadership style of the regional head during the govermental transition period.en_US
