BPJS Kesehatan (Social Security Administrator for Health) is a government-mandated program tasked with administering health insurance for all Indonesian citizens, particularly for civil servants, pension recipients (PNS, TNI, POLRI), veterans, pioneers of independence and their families, as well as private sector employees and the general public. In carrying out its mandate, BPJS Kesehatan collaborates with hospitals, including Dr. Pirigadi Regional General Hospital (RSUD Dr. Pirugadi) in Medan, to serve BPJS patients. However, legal protection issues for BPJS cardholders frequently arise in practice.
This analy seeks to examine: (1) the form of legal protection provided by BPJS to the public in accessing healthcare services in hospitals: (2) the inhibiting foctors affecting healthcare services at RSUD Dr. Pirgadi for BPJS cardholders in Madan; and (3) the efforts made by BPJS Kesehastus to address issues experienced by health insurance users in hospitals.
The Ardings conclude that the legul prowction provided by BPJS to the public includes representing the interests and needs of insured aufivichands during treatment at hospinals by entering into cooperation agreemenes that fiver BPJS participants, implementing hospital service quality sumands, and ensuring that health coverage is provided in accordance with the National Health Insurance Lane The primary obstacle in healthcare services at RSUD Dr. Pimpal for BPJS patients is related to adminstrative vars, particularly the non-compliance of participants with BPJS administrative requirements. Je addressing disputes, BPJS endeavors to facand obligation reph, refrain from abusing authority and routinely conduct reach to educane BPJS participants regarding their rights and obligations as spulated by law.
