Abstract
A Healthy District/City condition that is clean, comfortable, safe and healthy for
residents to live in, which is achieved through the implementation of several
integrated arrangements and activities agreed upon by the community and local
government. Medan City cannot be said to be a Healthy City because there are still
several conditions that have not been fulfilled as a Healthy City. Orderly traffic
facilities and transportation services area, especially in public transportation
services, urban environmental problems such as air pollution due to exhaust gases,
and low quality of public transportation service emissions are challenges that need
to be overcome. Therefore, cooperation is needed from each OPD to realize the
Healthy City Program, one of which is the role of the Transportation Agency. This
study aims to describe the implementation of strategies in realizing the Healthy City
Program for public transportation services in Medan City related to the
requirements, fulfillment of the need for clean and hygienic public vehicles and free
of cigarettes in public transportation, Fulfillment of motor vehicle emission needs,
free from interference and routine vehicle inspections. This research method uses
a qualitative design with a case study approach found in the field and then
developed in depth. The results of the study indicate that the transportation agency
does not yet fully have a strategy in realizing the Healthy City program in the
orderly traffic facilities and transportation services area, especially in public
transportation services in Medan City, such as the unfulfilled fulfillment of clean,
hygienic public vehicles and free of cigarettes and motor vehicle emissions. The
transportation agency is expected to be able to create strategies for indicators that
have not been implemented and increase the intensity of field supervision and
broadcast on the strategies that have been implemented to see their effectiveness so
that Medan City can meet the indicators as a Healthy City.
