Correctional institutions are places to foster prisoners so that they can be accepted back into society properly and are aware of their actions. The correctional system must be a tool that can guide prisoners to become better people and can return to the community. The formulation of the problem in this thesis is the factors that influence the occurrence of persecution crimes committed by prisoners at the Class IIB Lubuk Pakam Correctional Institution and efforts to overcome persecution crimes committed by prisoners at the Class IIB Lubuk Pakam Correctional Institution.
The research method in this thesis uses normative legal research itself refers to a variety of secondary legal materials, namely an inventory of various legal regulations, journals and other papers, as well as related news articles and by using the method of collecting data from library research and field research conducted at the Lubuk Pakam Class IIB Correctional Institution.
The conclusions in this thesis are that the role of coaching against perpetrators of persecution in correctional institutions consists of preventive and repressive efforts, the factors that influence prisoners to commit persecution in Class IIB Lubuk Pakam Correctional Institution are over-capacity rooms, individual problems and the absence of intimacy and harmony between prisoners. In preventing the occurrence of criminal acts of persecution committed by prisoners, the ranks of security conduct 1x24 hour surveillance where each post has been placed a guard officer who controls the situation and ensures that there is no disturbance of order in the prison.
