dc.description.abstractPig farms in the city of Binjai can be mapped in several sub-districts, namely West Binjai Sub-district and North Binjai Sub-district, but their presence is very disturbing to the people around because the impact of livestock activities managed by the community itself is closed because it is managed by certain ethnic groups in a given time. for many years and the activity has given public unrest especially the problem of environmental pollution and pollution that has caused a violation of the norms of peace and order of people's lives. Issues discussed are: What are the arrangements for environmental permits for pig farming in the city of Binjai? How do you enforce environmental permits for pig farms in Binjai City? What are the barriers and efforts in enforcing the environmental permit for pig farming in Binjai City? This research uses empirical normative research. Normative legal research by examining written law that is binding from all aspects related to the subject matter being investigated. Empirical legal research is carried out by examining the Environmental Law Enforcement of Pig Farming in the City of Binjai. Sources of Legal Materials in this empirical juridical research are Primary Data Sources which are the legal behavior of citizens. The technique of collecting legal material in this study was also carried out by field research (Field research), namely direct interviews with informants. This research was conducted at the farm business location, namely in the District of West Binjai and District of North Binjai and related agencies. Legal basis Binjai City environmental permit Issuance of Binjai Mayor Regulation Number 20 of 2016 concerning Environmental Permit, Binjai Mayor Issues Binjai Mayor Regulation Number 20 of 2012 concerning Animal Husbandry Business Permits in which a pig farm company that is required to have a livestock business license is a livestock company that has a livestock company 25 sows or 125 mixed pigs. There are still many breeders who do not yet have a permit, and permission is not taken care of by pig farmers in the City of Binjai. Administrative, civil and criminal environmental law enforcement against pig farmers in Binjai City has never been carried out by the City Government of Binjai because there have been no reports from the public to the competent authorities regarding the pig business in Binjai City. The firmness of the relevant agencies in implementing the law against pig farmers who do not have an environmental permit as well as inter-sectoral cooperation as well as the provision of a budget to facilitate activities in controlling the pig farmers who do not have an environmental permit. The need to establish an institution that oversees pig farmers in the City of Binjai so that with a monitoring team, pig farmers can be fostered, monitored and controlled.en_US
