Balai Besar Pelatihan Vokasi dan Productivity (BBPVP) Medan is one of the vocational training institutions that aims to improve the quality of human resources through training and certification of competence in certain fields. In an effort to improve the quality of vocational training, BBPVP Medan needs to collaborate in organising, managing effectively and efficiently in the implementation of training that is carried out so that the involvement of various parties in vocational training programmes is needed. This research aims to analyse the Collaborative Governance conducted by BBPVP Medan, analyse the role of related actors in Collaborative Governance, analyse the obstacles and objectives and find a Collaborative Governance model that can be applied in improving the effectiveness of vocational training. This research uses a qualitative approach carried out at the Vocational and Productivity Training Centre (BBPVP) Medan as the research location. Data collection techniques in this research are through in-depth interviews, observation, documentation and literature study. Data analysis techniques use data validation, organising data and information and data presentation. The results showed that Collaborative Governance carried out by BBPVP Medan involved the government, the private sector and the community which was carried out by establishing cooperation with local governments and the private sector through an MoU (Memorandum of Understanding). BBPVP Medan also participates in the Forum for Communication of Vocational Training Institutions with Industry (FKLPI) which connects training institutions with industries throughout Indonesia. In addition, BBPVP Medan involves external parties in efforts to strengthen training by recruiting external instructors to complement existing instructors. BBPVP Medan also conducts branding and socialisation to the community about the training programmes offered. The government, the private sector and the community each have a role in strengthening the quality and relevance of vocational training to bridge these roles, the Forum for Communication of Vocational Training Institutions with Industry (FKLPI) has a vital role as a liaison between government institutions such as BBPVP Medan and the industrial world. The obstacles and challenges in implementing Collaborative Governance are the lack of coordination between the industrial sector and training institutions. Limited funds and training facilities that need to be improved. This research found a Collaborative Governance Model in Vocational Training at BBPVP Medan which has 4 main stages, namely stage I through the Collaboration Forum: Vocational Advisory Council, Stage II through Co-Creation of Training Programmes, stage III through Dual System Implementation: BBPVP + Industry and stage IV through Collaborative Evaluation & Feedback
