dc.description.abstractThe electronic certificate program still has loopholes for abuse of authority by the government, especially for the general public who do not understand electronic certificates and also the electronic certificate program. Electronic certificates do not fulfill one of the objectives of the law, namely justice, because there are still many areas that have limited internet access, or people who do not understand the law and technology. The formulation of the problem in this thesis is how is the legal basis for regulating the issuance of electronic-based certificates as the basis for proof of ownership of land rights, how electronic-based certificates as proof of legal ownership of land rights in providing legal protection for land rights holders, how is the legal protection for holders of electronic-based land certificates in Medan City. The research was conducted using normative legal research and supported by empirical legal research which is descriptive analytical, namely research that aims to describe a condition or symptom or to determine whether or not there is a relationship between a symptom and another symptom. The data collection technique used was a literature study and the data obtained was analyzed qualitatively. The results of the research and discussion show that the legal basis for the regulation of the issuance of electronic-based certificates as the basis for proof of ownership of land rights is regulated in the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency of the Republic of Indonesia Number 3 of 2023 concerning the Issuance of Electronic Documents in Land Registration Activities which regulates electronic systems, electronic documents, data, databases and electronic signatures. Electronic-based certificates as valid proof of ownership of land rights in providing legal protection for land rights holders are electronic certificates with analog certificates having the same position as valid evidence and providing legal certainty for land rights holders in land registration. Legal protection for holders of electronic-based land certificates in Medan City in terms of proving electronic land certificates is not a problem because electronic land certificates.en_US
