The Healthy City concept is a sustainable development initiative that integrates
public health aspects with environmental conservation. One of the key components
in implementing a Healthy City is the Healthy Forest Area. However, considering
that the City of Medan does not administratively possess natural forest areas,
adaptation is made through the management of Green Open Spaces (GOS) and
urban forests as ecological substitutes for forest functions. This study focuses on
four main indicators: (1) increased implementation of reforestation, (2) increased
community involvement in greening efforts, (3) maintenance of water catchment
areas and (4) functioning of erosion control and or water resource conservation
infrastructure. This research aims to analyze the strategies of the Environmental
Agency of Medan City in realizing the Healthy City program, using a qualitative
interactive
approach through in-depth interviews, observations, and
documentation. The findings indicate that the Environmental Agency has
implemented reforestation programs through tree planting in strategic areas such
as city parks, riverbanks and the Final Disposal Site (TPA) Terjun, involving both
communities and the private sector through Corporate Social Responsibility (CSR)
programs. Community participation in greening activities has been enhanced
through collaboration with local communities, environmental activists and
educational institutions. On the other hand, the protection of water catchment areas
and the construction of water conservation infrastructure still require stronger
coordination among relevant government agencies. Quantitatively, Medan City’s
Green Open Space only accounts for 11.21% of the total city area, which is still far
below the ideal target of 30% as mandated by Law No. 26 of 2007 on Spatial
Planning. Collaborative strategies and community empowerment are essential in
achieving a healthy, green and sustainable urban environment.
