His study aims to evaluate and optimize administrative services at the Medan City Market Public Company's Licensing Business Unit, focusing on the matters and obligations between service providers and recipients. In this context, the principles of public service stipulated in MENPAN Decree No. 63/KEP/M.PAN/7/2003 serve as important guidelines to ensure that service procedures are simple, clear, accountable, conditional, participatory, and non-discriminatory. Through semi-structured interviews with relevant staff, this study identified various challenges faced, such as difficulties in locating physical archives, lack of socialization regarding procedures, and poor coordination between departments. This study also found that digitizing administrative processes, including online registration and digital document archiving, can be an effective solution to increase efficiency and transparency in public services. By implementing a computer-based application system, it is expected to expedite the permit processing process and facilitate timely data access. This study concludes that implementing good service standards and optimizing administrative processes will increase public satisfaction with public services and encourage active public participation in service delivery.en_US
