This research is motivated by the importance of a tourism development strategy based on tour packages in Central Tapanuli Regency. The purpose of this study is to identify the potential for regional development based on tour packages in Central Tapanuli Regency and to formulate strategies for such development. The method used is a quantitative descriptive method. The Operational Area Analysis of Nature Tourism Objects and Attractions from the Directorate General of Forest Protection and Nature Conservation (PHKA), 2003, was employed as a feasibility assessment tool for the tourism objects under study. In addition, a SWOT analysis was applied to design a tourism package-based regional development strategy in Central Tapanuli Regency. The results show that two tourism objects are categorized as feasible for development: Makam Papan Tinggi with a score of 84.35% and Kalimantung Island with 71.02%. The applicable strategy for tourism package-based regional development in Central Tapanuli Regency is the SO (Strength-Opportunity) Strategy, which involves maximizing and utilizing available opportunities, enhancing tourist attractions, increasing local community involvement, and strengthening local government policies in support of tour package implementation while maintaining environmental sustainability.
