    Abstract
    Smoke-free zones are policies aimed at creating smoke-free environments in specific areas, including educational institutions. As part of the smoke-free zones, schools have a responsibility to support the implementation of this policy to create a healthy, safe, and comfortable learning environment for all school members. The number of smokers in North Sumatra province is quite high, with a prevalence reaching 26,69% of the population over 15 years old, and 7,4% of them are adolescents aged 10–18 years. This condition highlights the need for more serious implementation of smoke-free policies in school environments, given the high risk of adolescent exposure to smoking culture at an early age. This study aims to analyze the implementation of the smoke-free zone at SMA Pencawan in Medan Tuntungan District, Medan City, in accordance with Medan City Regional Regulation No. 3 of 2014. This research uses a descriptive qualitative approach with in-depth interviews and direct observation of school principals, teachers, and students as the primary sources of information. The analysis is based on George C. Edwards III's policy implementation theory, which includes four main variables: communication, resources, disposition, and bureaucratic structure. The research results indicate that the implementation of smoke-free zones in this school is not yet optimal. Policy socialization is still limited, supervision is not well coordinated, standard operating procedures (SOPs) are not yet available as a reference for implementation, and teachers and students are still found to be smoking secretly. Obstacles to the implementation of this policy include weak information dissemination, limited supervision, a lack of decisiveness from implementers, and the absence of a clear implementation system or structure. The collective commitment of all school members is essential for the smoke-free zones policy to be implemented consistently, effectively, and sustainably.
