Analisis Pemanfaatan Daerah Irigasi Aek Sibundong Dalam Pengembangan Wilayah di Kecamatan Doloksanggul dan Pollung Kabupaten Humbang Hasundutan

Abstract

Irrigation is one of the supporting components of agricultural productivity to meet the water needs of rice plants in the right way, time, space, quantity, and quality. Increasing land area, planting patterns and intensity can affect the increase in farmer income through increased production. This study examines the benefits of developing the Aek Sibundong irrigation area and its feasibility. The results of the study indicate that the development of the Aek Sibundong irrigation area significantly increases land productivity and rice production in Doloksanggul and Pollung Districts. Rice production per farmer is higher for irrigated farmers with a difference of 0.26 tons per hectare. The calculation results of the NPV value are positive at Rp. 2,017,733,966.88 smaller than the development investment. The BCR value of 3.82 is greater than the value of 1. The IRR value calculated by interpolation is 32.29% greater than the applicable bank interest (11.05%). So it can be concluded that the development plan for the Aek Sibundong irrigation area in Doloksanggul and Pollung Districts of Humbang Hasundutan Regency is feasible to be implemented and developed. The recommendations based on the research findings include the need for irrigation development to revitalize productive areas. The North Sumatra Provincial Government is encouraged to partner with and empower local farmers in irrigation network maintenance activities
