    Abstract
    Bulk liquid cargo handling activities at the port pose a high potential risk to occupational safety and health (OSH) due to the involvement of various elements such as humans, equipment, materials, and the working environment. This study aims to evaluate OSH risks and the control measures applied in bulk liquid cargo handling at PT Pelindo Multi Terminal Branch Belawan Port. The method used is descriptive qualitative, employing observation, interviews, and review of HIRARC documents. Risk assessment was conducted using the HIRARC (Hazard Identification, Risk Assessment, and Risk Control) method, which includes hazard identification, risk assessment based on the combination of likelihood and consequence, and the determination of appropriate control measures. Based on the most recent HIRARC table, there are 18 hazards (18.75%) categorized as high risk, 3 hazards (3.12%) as moderate risk, and 3 hazards (3.13%) as low risk. The research findings indicate the discovery of new hazard sources, such as physical hazards from hot weather, which are categorized as high risk. The control measures include requiring workers to carry drinking water, conducting medical check-ups, and evaluating the medical results of workers. Rainy weather is categorized as low risk, with control measures including the provision of umbrellas and safety shoes. Stormy weather and tidal fluctuations are classified as high risk, and are controlled by installing rubber bumpers and providing a flexible wall as a partial barrier between the ship’s hull and the dock. Chemical hazards are associated with handling dangerous bulk liquid materials, categorized as moderate risk, with controls such as the use of complete personal protective equipment (PPE) and the provision of handwashing facilities. Additionally, ergonomic hazards caused by the manual handling of flexible hoses are classified as high risk, and are mitigated by providing shoulder supports to help bear the load.
