    Abstract
    This research aims to describe the procurement of goods and services in the tender for the construction of a General Hospital in Mandailing Natal Regency. This study focuses on the problem of the tender process that is not transparent. Problems related to the findings of failed tenders that resulted in abandoned development, and found serial problems with the lpse web.The benefits of researchers to find out how or criteria and Standard Operating Procedures in development sustainability, besides that this research is useful so that people know the things done by the government. The method used is a descriptive method with a qualitative approach. Data collection techniques were carried out through interviews, observations, secondary data collection, and literature studies related to the hospital tender process. The research informants consisted of the Head of Goods and Services Section, Head of Goods and Services Procurement Development and Advocacy, Head of Goods and Services Procurement Management Section, related staff, and journalists. The data collected was analyzed qualitatively by reviewing all relevant information, supported by the results of the interviews by looking at the parameters proposed by Kristianten (2006). The results showed that the process of goods and services procurement in the tender for hospital construction experienced obstacles that can be grouped into three aspects. Firstly, the accessibility of documents, such as server disruptions in electronic procurement services, prevented bidders from uploading documents. Second, the transparency of the process, there is limited transparency in the assessment process carried out by the working group. Third, the regulatory framework, there are discrepancies between central and local regulations, which have an impact on the procurement process. In addition, limited human resources due to lack of communication skills, no training and unable to operate the electronic procurement system.
