    Abstract
    Mangrove ecosystems play a crucial role in climate change mitigation, coastal protection, and providing resources for coastal communities. However, degradation due to human activities such as land conversion and overexploitation threatens their sustainability. In Pasar Rawa Village, Langkat Regency, mangrove destruction has been caused by logging for firewood, charcoal production, and conversion into oil palm plantations and aquaculture ponds. The Forest Farmers Group Penghijauan Maju Bersama (KTH-PMB) has been actively engaged in mangrove rehabilitation since 2012 through independent planting and monitoring effortsThis study aims to assess the participation level of KTH-PMB in mangrove ecosystem restoration using the People Participation Index (PPI) and Arnstein’s Participation Theory. The research method involved structured interviews with 23 KTH-PMB members and quantitative-descriptive data analysis. The results indicate a high participation level, with a PPI score of 85.31%, consisting of planning (86.09%), implementation (82.90%), and maintenance (86.96%) stages. Based on Arnstein’s theory, participation falls under the tokenism level (consultation and placation), where members are involved in technical activities but decision-making remains dominated by the group leader.This study highlights the importance of enhancing community-based collaboration for sustainable mangrove rehabilitation, recommending the strengthening of local institutions and more inclusive participatory approaches.
