The phenomenon of split-ticket voting has drawn attention in the implementation of the 2024 General Election, particularly in Sibolga City. In a simultaneous election system, voters tend to choose a presidential candidate pair from one political party while voting for a different political party in the legislative election. This phenomenon reflects a shift in voter behavior toward being more rational and critical in making political choices. This study aims to analyze the occurrence of split- ticket voting within the political perceptions of the people in Sibolga City and to identify the factors that influence it.
The research uses a qualitative method with a descriptive approach, employing both primary and secondary data collection techniques. Primary data were obtained through interviews and observations, while secondary data came from books, journals, and online sources.

The findings show that although the NasDem Party secured the largest number of seats in the Sibolga City Regional House of Representatives (DPRD), the presidential candidate pair it supported lost in terms of votes to the pair from the Gerindra Party. This indicates that voter considerations were not solely based on party affiliation but were also influenced by candidate image, perceived performance, and the local socio-political context. The presence of split-ticket voting demonstrates that political behavior among the public is becoming increasingly dynamic, where voter preferences are no longer purely ideological or loyal to a single party, but instead consider the individual capabilities of candidates separately. Therefore, understanding voter behavior should be a key focus in every electoral democratic process in Indonesia.
