Analysis of Financial Management Procedures That Are Transparent and Accountable Using the Regional Government Information System (SIPD) Application at the Legal Bureau Work Unit of the Regional Secretariat of North Sumatra Province for the 2024 Fiscal Year
Abstract
The Local Government Information System (SIPD) is an innovation published by the Ministry of Home Affairs and entered into force on September 27, 2019, The purpose of this research is to analyze financial management procedures that are transparent and accountable with the application of the Regional Government Information System (SIPD) at the Setdaprovsu law bureau work unit for fiscal year 2024 and to determine obstacles in financial management using the application of the Regional Government Information System (SIPD).
This study uses descriptive qualitative research methods using primary data collection by interviewing directly the staff of the law firm setdaprovsu.
The results of this researcher states the procedure of Local Government Information System (SIPD) is, Regional planning, Implementation and administration of regional finance, Accounting and Financial Reporting, Responsibility for the implementation of regional finance. The barriers to the SIPD application are lack of understanding in using the SIPD application, caused by lack of socialization from local governments regarding the importance of the application, limited supporting facilities and server networks that do not support the provision of services.
