The Effect of Government Expenditures in the Education and Health Sectors on the Human Development Index of Regencies and Cities in North Sumatra Province
Abstract
This study aims to determine the extent of the partial influence of government expenditures in the education sector and health sector on the Human Development Index (HDI) in regencies/cities within North Sumatra Province.
The research employed a quantitative descriptive approach, specifically a descriptive study with a quantitative methodology. The analysis was conducted using the Random Effects Model (REM) on panel data regression tests. The study utilises secondary data compiled from government education and health budgets, as well as the Human Development Index of 33 districts/cities in North Sumatra Province for the years 2021–2023. Budget data was obtained from the Progress Report Pengendalian Pembangunan in North Sumatra Province, and Human Development Index data was obtained from the Badan Pusat Statistik (BPS) of North Sumatra Province.
The results of this study show that government spending on education has a positive and significant effect on the Human Development Index of districts/cities in North Sumatra Province and government spending on health also has a positive and significant effect on the Human Development Index of districts/cities in North Sumatra Province.
