dc.description.abstractPersonnel services are one of the key aspects in supporting the performance and professionalism of civil servants (ASN). One crucial form of personnel service is the management of promotion processes, which not only impacts employees' career advancement but also serves as an indicator of the effectiveness of administrative governance within a government institution. At the Office of Marine and Fisheries Affairs of North Sumatra Province, the promotion process has become a concern due to frequent administrative obstacles, delays in processing, and suboptimal utilization of digital systems. This study aims to identify the efforts made to improve personnel services, particularly in managing employee promotions at the Office of Marine and Fisheries Affairs of North Sumatra Province. This research uses a descriptive qualitative method with data collection techniques including interviews, observations, and documentation. The research findings show that the promotion service process has generally followed the established procedures, with an average processing time of one month. The challenges encountered stem from internal factors such as delays in document submission and lack of human resources, as well as external factors such as policy changes from the National Civil Service Agency (BKN). Improvement efforts have been implemented through the use of the SIASN digital system, socialization to employees, and monitoring of document submission deadlines.The conclusion of this study is that the personnel service related to promotion management is fairly effective; however, improvements are still needed in employee discipline and in strengthening the supporting systems.en_US
