Community-based tourism is a strategic approach to sustainable tourism destination
management. Indah Sibintang Beach in Sosorgadong District, Central Tapanuli
Regency, has significant potential as a coastal tourist attraction, but requires structured
and participatory management. This study aims to examine the role of the Bintang
Mandiri Tourism Awareness Group (Pokdarwis) in managing this destination. This
research used a qualitative descriptive method. Data were collected through in-depth
interviews with Pokdarwis administrators and the surrounding community, direct field
observations, and activity documentation. Data validity was strengthened through
triangulation of sources and methods. The results of the study show that Pokdarwis
Bintang Mandiri has six main roles in the management of Pantai Indah Sibintang,
namely: (1) maintaining environmental sustainability through routine activities and
tourist education, (2) encouraging community economic empowerment through
facilitating MSMEs and employment, (3) increasing human resource capacity through
tourism training, (4) managing tourism facilities and infrastructure independently, (5)
promoting tourism through social media, and (6) building cooperation with the
government, communities, and the private sector. The increase in the number of tourists
from 54,000 people in 2023 to 61,000 people in 2024 is one indicator of the success of
the Pokdarwis role. In conclusion, Pokdarwis Bintang Mandiri plays a central role in
the management of Pantai Indah Sibintang, not only as a technical implementer, but
also as a key driver of local socio-economic strengthening and destination
sustainability.
