Dampak Program Corporate Social Responsibility (CSR) PT Agincourt Resources terhadap Pemberdayaan Masyarakat di Desa Napa Kecamatan Batang Toru Kabupaten Tapanuli Selatan
The Impact of Corporate Social Responsibility (CSR) Program of PT Agincourt Resources on Community Empowerment in Napa Village, Batang Toru Sub-District, South Tapanuli District
Abstract
The Corporate Social Responsibility (CSR) program implemented by PT Agincourt Resources through the Aek Pahu Agricultural Development Program aims to improve the economic welfare of the community in Napa Village. However, it was found that the implementation of the program has not been effective in empowering the community. Assistance in the form of 1 can of seeds and 10 kg of fertilizer is considered inadequate to manage an average-sized land of 500-1,000 m². In addition, the community's priority need to prevent pollution of the Aek Pahu River has not been accommodated. Lack of maintenance of supporting equipment, such as tractors and rice milling machines, as well as the absence of sustainable follow-up are factors inhibiting the success of the program. The program also only covered one farmer group with 25 members out of a total of 282 farmers in the village, resulting in uneven distribution of benefits and triggering social jealousy.
This research aims to analyze the impact of the CSR program implemented by PT Agincourt Resources on community empowerment in Napa Village by using evaluation as an analytical tool based on the indicators of relevance and sustainability proposed by Rossi and Freeman (2004). The research method used is a mixed qualitative and quantitative approach, with data obtained through in-depth interviews, a survey of 25 farmer group members, and field observations.
The results showed that the mismatch of the program with the needs, lack of sustainability, and uneven distribution of beneficiaries hindered the goal of community empowerment. Therefore, socio-economic mapping and community needs assessment are recommended to improve program relevance. In addition, the company needs to expand the involvement of farmers through the formation of new farmer groups for more equitable benefits. To ensure program sustainability, it is recommended to establish a CSR Program Management Group (KPPC) involving representatives of farmer groups, village government, and the company's CSR team to oversee the implementation and evaluation of sustainability. Then, the company needs to build a digital application-based Monitoring and Evaluation (M&E) system to monitor agricultural yields and program effectiveness in real-time.
