This research aims to determine the extent to which organizational culture contributes to improving employee job satisfaction at PT. PLN (Persero) Unit Pelaksana Pelayanan Pelanggan (UP3) Medan Utara. The organizational culture in this study refers to the core values of AKHLAK, which stands for Trustworthy, Competent, Harmonious, Loyal, Adaptive, and Collaborative—officially adopted as the fundamental work culture of all Indonesian state-owned enterprises (BUMNs). This study applied a descriptive quantitative approach using a survey method through a closed-ended questionnaire distributed to 53 employees. Data were analyzed statistically to identify trends in employee perceptions of organizational culture and job satisfaction indicators. The results show that all six AKHLAK values are implemented effectively by most employees, with “agree” responses dominating every indicator, reaching up to 100% in some aspects. Likewise, the level of employee job satisfaction is high, particularly in the areas of promotion opportunities and peer relationships. Overall, the findings confirm that a well-established and consistently applied organizational culture fosters a positive work environment, enhances employee morale, and strengthens organizational loyalty. Therefore, the continuous implementation and reinforcement of AKHLAK culture should be prioritized as a strategic component in human resource development within the company.
