dc.description.abstract | Street Lighting (PJU) has a very important role in supporting the
safety, comfort, and sense of security of the community, especially at night,
because it can minimize the risk of traffic accidents and reduce the potential
for crime. However, in Medan City, PJU management still faces various
problems, such as many street lights that are not functioning, weak
planning, and lack of supervision which has an impact on suboptimal public
services in the field of street lighting. This situation is urgent to be studied,
in order to find out how the role of the Medan City Transportation Agency
is in managing PJU, and to what extent this agency is able to carry out its
functions and responsibilities in providing proper street lighting for the
community.
The research method uses a qualitative descriptive approach with
data collection techniques in the form of interviews, observations,
documentation studies and literature studies. Research informants come
from internal parties of the Transportation Agency and the community using
PJU. To measure the role of the Transportation Agency, this study uses
indicators adapted from Rizzo, House, and Lirtzman, namely authority,
responsibility, clarity of purpose, and scope of work. This approach is
expected to be able to provide an in-depth analysis of the implementation of
the tasks and functions of PJU management in Medan City.
The results of the study indicate that the implementation of the
authority of the Transportation Agency is still limited because it is not
supported by clear special regulations, responsibilities have not been
optimally implemented because there is no guarantee of time in written form
in following up on complaint reports, clarity of purpose, namely improving
security in Medan City, has not been found in written documents, and the
scope of work has been divided and implemented according to clear
boundaries. Therefore, the study recommends the preparation of special
regulations on PJU, increasing human resource capacity, and
comprehensive evaluation so that the street lighting program can run
effectively, efficiently, and be of maximum benefit to the community. | en_US |
