Infrastructure plays a very important role as one of the driving forces of economic growth
and regional development. Damage to one of the land transportation infrastructures,
namely roads, such as waves, cracks or wear on the road is the main factor in decreasing
the level of service and comfort for road users. This study aims to calculate the amount
of vehicle operating costs (VOC) on different district road surface conditions (already
repaired and before repair) and to analyze the effect of repairing district roads on
accessibility in Garoga District, North Tapanuli Regency. The method used in this study
is to conduct a traffic survey. The data analysis technique used to calculate VOC uses the
Pd-T-15-2005-B guidelines, and uses the Accessibility Index to measure the extent to
which the road network can serve an area adequately. The results of the study showed
that repairing district roads in Garoga District had a significant effect on reducing
vehicle operating costs. The VOC calculation shows that in better road conditions, there
are savings in fuel cost components, oil consumption costs, spare part replacement costs,
maintenance costs, and tire replacement costs. This shows that road repairs can increase
VOC efficiency for road users. Increasing accessibility through repairing district roads
in Garoga District significantly increases community mobility to various public facilities,
reducing travel time and travel costs.
