dc.description.abstractThe Foster Father for Stunted Children Program (BAAS) is an initiative established within the framework of Presidential Regulation of the Republic of Indonesia Number 72 of 2021 concerning the Acceleration of Stunting Reduction, and supports the implementation of the National Strategy for Stunting Reduction. This program aims to encourage the involvement of government officials in providing direct assistance to children experiencing stunting, as a form of moral and social responsibility. In Asahan Regency, the BAAS program began implementation in 2022 through the Department of Population Control, Family Planning, Women’s Empowerment and Child Protection (P2KBP3A). The program targets stunted children by distributing nutritious food packages and other basic necessities on a regular basis. This study aims to evaluate the implementation of the BAAS Program in Asahan Regency using the Countenance Evaluation Model (CEM) developed by Robert Stake in 1975. This model assesses programs through three components: antecedents (initial conditions), transactions (implementation process), and outcomes (results or impacts). The study employed a qualitative approach using data collection techniques such as in-depth interviews, observations, and document studies. The literature review in this research includes concepts of program evaluation, the CEM model, stunting in the context of reduction acceleration, inclusive development, and social intervention. The results of the study indicate that in the antecedents component, the BAAS Program had appropriate target groups, but faced challenges in technical readiness and budget allocation. In the transactions component, program implementation encountered issues such as weak coordination among implementing units, irregular distribution of aid, and limited field-level monitoring. Meanwhile, in the outcomes component, there was no significant change in the nutritional status of beneficiary children; however, the program succeeded in increasing awareness and involvement of local officials in stunting issues. In conclusion, the BAAS Program has potential as a social intervention that supports inclusive development, yet its effectiveness still needs to be improved through strengthened implementation and ongoing evaluation.en_US
