Strategy for Developing Agricultural Production Horticulture Sector in Pollung District Humbang Hasundutan Regency
Abstract
This study aims to identify the leading horticultural commodities in Pollung District, Humbang Hasundutan Regency, and formulate development strategies to enhance the competitiveness and sustainability of the agricultural sector. The methods employed include Location Quotient (LQ) analysis, SWOT analysis, and the Analytic Hierarchy Process (AHP). The LQ analysis revealed that horticultural commodities such as large chili, bird's eye chili, shallots, oranges, avocados, and pineapples have comparative advantages, with LQ values exceeding 1, making them priorities for further development. Conversely, commodities such as potatoes, mustard greens, carrots, and green beans, which have LQ values below 1, require special attention to enhance their competitiveness. The analysis of potentials and challenges identified several constraints, including limited production planning, restricted market access, and the impacts of climate change. Based on SWOT and AHP analysis, five key strategies were proposed: improving production quality and technology, diversifying products based on consumer trends, enhancing workforce capacity and skills, strengthening the branding of local horticultural products, and expanding market access through partnerships and government support. These strategies are expected to improve productivity, quality, and the competitiveness of horticultural products in Pollung District.
