    The Perception of Users of the University of North Sumatra Repository Towards the Closed Access Policy

    Abstract
    This research aims to determine the perception of users towards the closed access policy of the University of North Sumatra Repository. The method used in this research was descriptive with a quantitative approach. The population of this research was all active undergraduate students of the University of North Sumatra who had previously used the repository before the implementation of the closed access policy, which started from the 2018–2021 cohorts. The sample was determined using the Cochran formula with a total of 97 respondents. The results of the research showed that the perception of users towards the closed access policy of the University of North Sumatra Repository was as follows: 1) Inclusivity, most respondents (74.8%) felt that the USU Repository had not fulfilled the value of inclusivity; 2) Openness of information distribution, generally respondents (78.9%) felt that the USU Repository had not fulfilled the value of openness of information distribution; and 3) Transparency, most respondents (60.8%) felt that the USU Repository had not fulfilled the value of transparency. Overall, the results of this research showed that the USU Repository had not achieved the values of inclusivity, openness of information distribution, and transparency. This condition indicates the need for evaluation and further research on the repository access policy. The debate regarding whether the repository access should be open or closed also remains a major issue. This has caused the USU Repository not to be able to fully perform its role as an effective academic support facility in meeting users’ needs.
