    Abstract
    Tourism plays an important role in improving the community’s economy while promoting regional potential. Toba Regency has many attractive natural tourism potentials, one of which is the Siboruon Waterfall in Balige District. However, the development of this destination still faces several challenges, particularly the lack of optimal community involvement in managing and preserving the tourism area. This study aims to identify the role of the local community in the development of Siboruon Waterfall natural tourism in Toba Regency. The research employed a qualitative descriptive approach, with data collected through field observation, interviews, and documentation. Data analysis was carried out thematically to describe the forms of community participation in each stage of tourism development. The research employs a descriptive qualitative method with data collected through observation, interviews, and documentation. The analysis was conducted thematically by reducing data, presenting it in narrative form, and drawing conclusions based on identified patterns. The results show that the community plays roles in four main aspects: planning, implementation, control, and evaluation of tourism activities. The community participates through village meetings, collaborative construction of facilities, supervision of tourist behavior, and providing feedback on destination management. However, their role has not been fully optimized due to limited understanding, facilities, and government support.
