Effectiveness of the Utilization of Health Operational Assistance Funds for KIA Program at Desa Binjai Public Health Center in 2025
Abstract
BOK funds represent central government support to strengthen promotive and preventive health efforts at primary healthcare facilities. This research employed a qualitative descriptive method with a case study approach. Informants included the Head of the Health Center, the BOK Treasurer, and the MCH Program Coordinator. Data were collected through in-depth interviews, observation, and documentation, and analyzed using data reduction, data display, and conclusion drawing techniques. The results indicate that BOK fund utilization has generally been effective in supporting MCH program implementation, including activities such as pregnancy classes, home visits, immunizations, and nutrition counseling. The absorption rate of the funds increased annually, from 76% in 2022 to 81% in 2024. However, the study also found obstacles in the disbursement process of the first funding phase, which often experienced delays and impacted the timely implementation of early-year activities. Additionally, the complexity of the SIPD administrative system posed challenges for fund management. Nevertheless, the Health Center made efforts to prepare the Plan of Action (POA) on time and involved community health volunteers and cross-sectoral actors to improve program effectiveness. The study concludes that the effectiveness of BOK fund utilization heavily relies on timely planning, smooth fund disbursement procedures, and strong cross-sectoral coordination. Therefore, improvements in the disbursement system and administrative capacity building are necessary to maximize the outcomes of the MCH program at the primary healthcare level.
