Abstract

The development of an area is carried out according to the needs of the population through proper planning in an organized manner. In the city of Medan, the development carried out is focused on physical development which results in increasingly limited land conditions, thus ignoring the existence of green open spaces in the city. One part of the city's green open spaces that is currently not a concern of the Medan city government is the cemetery. Cemetery land is generally looked down upon by both the government and the community because it is considered to bring a mystical and horror impression. While the fact is that cemetery land is part of the needs of the community in the future in facing the increasing death rate of the population every year, so it needs to be provided by the government to create social and historical functions of the cemetery. The provision of burial land in the city of Medan is the responsibility of Housing And Settlement Area Office of Medan City. The burial land available in the city of Medan is considered not to meet the criteria in accordance with Government Regulation Number 9 of 1987, resulting in burial land experiencing landslides, overloaded capacity, overlapping graves and others. The method used in this study is a descriptive method with a qualitative approach. Data collection techniques with primary data collection in the form of interviews and observations in the field, and secondary data collection in the form of documentation and literature studies. Informants in this study consisted of staff from the Medan City Housing, Residential Areas and Spatial Planning Service, cemetery guards and the community as heirs of the cemetery. The results of this study indicate that in planning the provision of cemetery land, no land evaluation was carried out by the Medan city government so that the location of the cemetery land is not strategic and interferes with other spatial conditions. Community participation or involvement in the provision of cemetery land, as well as coordination between the government, cemetery guards and the community still need to be improved, so that government attention can be focused on all TPUs available in Medan City
