    Abstract
    The potential development of natural tourism, Pantai Sejarah, should be managed properly by reliable human resources that are in accordance with its allocation so that its quality can be utilized maximally, according to its function. The objective of this research is to value the potential of attraction, to determine the priority of development, to analyze the perception and participation in natural tourism development, and to determine the strategy of developing the natural tourism, Pantai Sejarah, The data are collected by conducting interview, focus group discussion with key informants, and direct observation, and distributing questionnaires to 10% of the local people at Perupuk village and to 10% of the tourists in the period of 2021-2023 as the respondents. The data are analyzed using ODTWA, Analytical Hierarchy Process (AHP), and the analysis of Strengths, Opportunities, and Aspirations Results. The result of the research shows that Pantai Sejarah, Batu Bara Regency is feasible to be developed as one of the natural tourist destinations with the percentage of 85.44% with the priority of developing natural tourism of Pantai Sejarah in the technical aspects and in the sub-criterion of accommodation while alternative development such as the structuring land and water areas. The local people's participation and perception at Perupuk Village, Batu Baru Regency are at moderate level with the value of participation index of 62.22% and the value of people's perception of 56.98%. The result of SOAR analysis shows that the natural ecotourism of Pantai Sejarah is quadrant 1, which has the strength and opportunity, which can be used to manage a better ecotourism and supported by aspiration with measured results when the strategy is done correctly
