This study aims to analyze the role of local political actors in the implementation of the Village-Owned Enterprises (BUMDes) Sastro 316 policy in Denai Lama Village, Pantailabu Subdistrict, Deli Serdang Regency. The main focus of this research is to examine the decision-making process, the distribution of power, and the involvement of local actors in the implementation of village policies aimed at improving community welfare through the development of village tourism. The research method used is qualitative descriptive, with data collection techniques including in-depth interviews, direct observation, and literature review. The findings indicate that local political actors such as the village head, village officials, BUMDes managers, and community leaders play a dominant role in driving the village's economic transformation from agriculture to agro-tourism. However, the success of these initiatives is also influenced by factors such as communication, resources, and the synergy between local actors, which are not yet fully optimized. The theories of power and policy implementation serve as the main analytical framework to understand the dynamics of BUMDes policy implementation at the village level. This study concludes that the strategic role and political commitment of local actors are critical to the success of village policies. Therefore, enhancing the capacity of political actors and promoting community participation are essential to achieving sustainable and inclusive village development.
