dc.description.abstractThe increasing prevalence of illegal timber transportation highlights the weak enforcement of Law Number 18 of 2013 concerning the Prevention and Eradication of Forest Destruction, along with indications of involvement by organized actors obstructing law enforcement efforts. This research formulates three main issues: (1) What are the changes between Law Number 41 of 1999 on Forestry and Law Number 18 of 2013 on the Prevention and Eradication of Forest Destruction? (2) What are the inhibiting factors in the enforcement of criminal law related to timber transportation in the jurisdiction of Aceh Singkil? (3) What legal enforcement efforts have been made to address the crime of timber transportation in Aceh Singkil? This study aims to analyze the regulatory transition from Law No. 41/1999 to Law No. 18/2013 regarding forest products, identify factors that hinder luw enforcement, and evaluate efforts to combat this criminal act. The research employs a normative legal method supported by empirical data, using statutory, conceptual, and case approaches. The findings reveal that existing legislation related to timber transportation crimes in Indonesia has not fully embodied the concept of sustainability. The transition from Law No. 41 of 1999 to Law No. 18 of 2013, along with the enactment of the Omnibus Law (Job Creation Law), has led to regulatory inconsistencies. The legal obstacles include the absence of specific local regulations addressing criminal provisions for officials involved in obstructing enforcement processes. Non-legal barriers are driven by limited human resources, low public awareness, and suspected involvement of protectors or financiers. To address these legal obstacles, it is recommended that local-level regulations be established, law enforcement capacity be improved, and public participation be strengthened in monitoring forest management.en_US
