dc.description.abstractIn construction projects, it is common to find work elements with high costs that can actually be optimized without reducing the function or quality of the building. One systematic approach used to achieve cost efficiency is Value Engineering. This method aims to identify and eliminate unnecessary costs while maintaining or even enhancing the primary functions of a system or component. In practice, the application of Value Engineering becomes crucial, especially in projects with budget constraints, complex design specifications, or field conditions that do not fully align with the original plan. This research was conducted on the Outpatient Clinic Construction Project at the Regional Public Hospital (RSUD) of Karo Regency, focusing on foundation work, which constitutes the largest cost component in the building structure. The research method used is a quantitative approach based on the five stages of Value Engineering: information, creativity, analysis, development, and recommendation. Based on a cost– worth ratio analysis and alternative ranking using the Analytical Hierarchy Process (AHP), the spread footing foundation was selected as the best alternative to replace the pile foundation at locations where piling could not be implemented. This alternative resulted in a cost saving of approximately IDR 800,000,000 or around 35% of the total foundation budget. The findings of this study demonstrate that Value Engineering can serve as an effective managerial tool to support technical and economic efficiency in construction projects.en_US
