Spatial Modeling of Tidal Flooding for Determining Temporary Evacuation Sites Based on UAV (Unmanned Aerial Vehicle) in Paya Pasir Subdistrict, Medan City
Abstract
Unmanned Aerial Vehicle (UAV) technology offers significant advantages in
disaster mitigation due to its operational flexibility and ability to rapidly and
accurately map affected areas. This study aims to identify safe locations for
Temporary Evacuation Shelters (TES) for the community during tidal flooding in
Paya Pasir Subdistrict, Medan Marelan District, Medan City. The research was
conducted from February to May 2025, employing Object Based Image Analysis
(OBIA) to classify land use and Boolean Analysis for flood modeling. The modeling
applied binary logic (1 = inundated, 0 = non-inundated) with four flood scenarios
at water levels of 50, 100, 150, and 200 cm. The classification produced seven land
use classes: water bodies, roads, open land, mangroves, settlements, fishponds, and
non-mangrove vegetation. The largest land-use class was mangroves, covering
200.68 ha, while the smallest was roads with 19.58 ha. The simulated inundation
areas were 290.56 ha (50 cm), 321.33 ha (100 cm), 388.06 ha (150 cm), and 465.86
ha (200 cm). Based on the simulation results, 13 potential TES locations were
identified, including schools, mosques, prayer halls (mushola), and the village
office. The findings are expected to serve as a reference for local governments in
developing disaster mitigation plans and evacuation strategies for coastal areas
affected by tidal flooding.
