    Abstract
    Sidihoni Lake, located in Ronggur Nihuta District, Samosir Regency, is a unique natural tourism potential known as the "lake above a lake." Its pristine nature, hilly landscape, and Batak Toba cultural atmosphere make it a site with high tourism appeal. However, the area has not been optimally developed. Uncontrolled agricultural activities have altered the natural landscape, reducing visual attraction and threatening ecological balance. This study aims to formulate a development strategy for Sidihoni Lake as a sustainable tourism destination by maintaining a balance between environmental conservation and the economic activities of the local community. A qualitative descriptive method was employed through field observation, in-depth interviews, and documentation. The findings indicate that effective strategies include area zoning, infrastructure improvement, community empowerment, digital promotion, and collaboration between government, local communities, and tourism actors. Active governmental support and community participation are essential in realizing sustainable tourism management. With the right strategy, Sidihoni Lake has the potential to become a leading destination in Samosir Regency.
