    Abstract
    This study aims to analyze the management of the Village-Owned Enterprise (BUMDes) Bina Warga in increasing the village treasury income of Buntu Pane Village, Asahan Regency. BUMDes plays a crucial role in local economic development and improving the welfare of rural communities. However, BUMDes Bina Warga faces challenges related to transparency, community participation, and business sustainability. This research uses a descriptive qualitative approach with data collection techniques through semi-structured interviews, observation, and documentation. Research informants include the Village Head, BUMDes Director, Secretary, Treasurer, and the community of Buntu Pane Village. Data analysis was carried out by data reduction, data presentation, and drawing conclusions. The results show that BUMDes Bina Warga manages two main business units: an internet network provider (Wifi) and a Florist (Flower Board). The Wifi business is running well and greatly helps communities in plantation areas with difficult internet access, at an affordable price. However, the Florist business is not sustainable due to a lack of skilled personnel and community participation. The main problems identified are a lack of comprehensive socialization to the community regarding the existence and function of BUMDes, minimal community participation in business management and development, and a lack of financial information transparency of BUMDes. Although BUMDes Bina Warga has contributed to Village Original Income (PADes) and social activities, its full potential has not been achieved due to these constraints. Based on the BUMDes management principles (cooperative, participatory, emancipatory, transparent, accountable, and sustainable), it was found that the participatory, emancipatory, and transparency aspects still need to be improved. Active involvement of the community and private parties in providing assistance and ideas is still minimal. Therefore, it is suggested that BUMDes Bina Warga increase socialization, encourage active community participation, and implement more transparent management to achieve optimal business sustainability and village treasury income improvement.
