dc.description.abstractThe development of skilled and productive human resources has become one of the main priorities in the direction of the Indonesian Government's policies. The increasing burden of unemployment caused by the mismatch between workers' skills and industry needs, as well as automation, will pose a threat to the future of the workforce in Indonesia. Through the Triple Skilling policy (Skilling, Re-skilling, Up-skilling), efforts are being made to minimize employment issues in Indonesia. The Medan Vocational Training and Productivity Center, as one of the vocational training centers that conducts job training, has implemented the Triple Skilling policy in 4 fields, namely Construction, Tourism, Long Duration Fields, and Other Supporting Fields. The purpose of this research is to understand the implementation of the Triple Skilling policy at BBPVP Medan and to determine its benefits in building skilled and productive human resources. The method used in this research is descriptive research with a qualitative approach. Data collection was carried out through observation, interviews, documentation, and literature review. The data obtained were analyzed qualitatively using the implementation indicators from George C. Edward III, which consist of four indicators: communication, resources, disposition or attitude of the implementers, and bureaucratic structure. The results of this study indicate that the strengthening of the training program has been directed and adjusted to the Indonesian National Work Competency Standards and has gathered input on the needs for work skills through industrial communication forums to create new types of training. Through the collaboration of training and placement between BBPVP Medan and the industry, the capabilities of the trainees can be enhanced and their employment opportunities increased. In the implementation of this policy, several issues were found, such as the relatively short duration of training, lack of public interest, diversity in the educational backgrounds and skills of the trainees, and the need to improve the competencies of instructors at BBPVP Medan.en_US
