This study aims to determine the optimal production capacity of dimsum at PT. Juragan Dimsum using the Goal Programming method. In the planning process, the company faces several constraints, including meeting market demand, minimizing production costs, and maximizing sales profits. The research utilizes sales, cost, and price data from 2024, followed by forecasting using the Winters Exponentially Smoothing method and optimization through Goal Programming to identify the optimal capacity combination for 2025. The analysis results indicate that the Goal Programming method significantly reduces production costs while maintaining optimal profitability. The total production cost using manual forecasting reached IDR 8,732,759,667, whereas the Qm for Windows approach reduced it to IDR 5,364,591,578—resulting in cost efficiency of 61%. Although the total nominal profit from forecasting (IDR 17,906,484,333) was higher than that achieved using QM (IDR 10,996,350,923), the profit-to-cost efficiency ratio was considerably greater under the QM approach. Therefore, the Goal Programming method is proven effective in designing an optimal and efficient production capacity, supporting the company’s strategic decision-making process comprehensively.
