Analysis of Village Fund Management in the Development of Micro, Small, and Medium Enterprises (MSME) in Hessa Perlompongan Village, Air Batu District, Asahan Regency
Abstract
This study aims to analyze the management of Village Funds in the
development of fostered Micro, Small, and Medium Enterprises (UMKM) in Hessa
Perlompongan Village, Air Batu Sub-district, Asahan Regency, using George R.
Terry’s management theory, which emphasizes four main indicators: planning,
organizing, actuating, and controlling. The background of this research is based
on the strategic role of Village Funds as an instrument of local economic
empowerment, particularly through the UMKM sector. The research method
employed is qualitative with a descriptive approach, using interviews, observations,
and documentation techniques. Data analysis was carried out through the stages
of data reduction, data display, and conclusion drawing.
The results reveal that the management of Village Funds for UMKM
development has not been fully optimal. In the planning stage, UMKM participation
in the Village Development Planning Meeting (MusrenbangDes) remains limited.
In organizing, weaknesses were found in task distribution and the limited capacity
of implementing human resources. The implementation stage shows that
communication and guidance toward UMKM are still ineffective, while supervision
by the BPD has not been maximized. Nevertheless, Village Fund allocation for
UMKM remains a priority, as reflected in the continuous growth in the number of
fostered UMKM from 2022 to 2024.
This study concludes that the application of George R. Terry’s management
functions in Village Fund management still requires improvements in the areas of
participation, human resource capacity, communication, and supervision. The
findings are expected to provide valuable input for village governments in
enhancing the effectiveness of Village Fund management for the sustainable
empowerment of UMKM.
