| dc.description.abstract | The Kampung Berkualitas (Quality Village/KB) Program is one of the
government’s efforts to improve community welfare through a cross-sectoral
approach covering population, health, education, and family economic
empowerment. This program is expected to serve as a coordination platform for
development at the village/kelurahan level. However, in its implementation in
Gaharu Village, Medan Timur Subdistrict, the program has not yet been fully
effective in achieving its intended goals. This is evident from the fact that some
community members are still unable to meet their basic living needs properly,
family businesses remain unregistered, and community participation in KB
activities remains low.
This study aims to analyze the effectiveness of the Kampung Berkualitas
(KB) Program in improving the economic welfare of the community in Gaharu
Village. The research method used is descriptive qualitative, with data collection
techniques including interviews, observations, and documentation. The analysis is
based on the indicators of program effectiveness proposed by Sutrisno in Wulandari
(2018:16), which include program understanding, target accuracy, and tangible
changes.
The findings show that the KB program in Gaharu Village has begun to
generate positive impacts in raising family awareness and promoting productive
economic activities through UPPKA. Nevertheless, community understanding of
the program remains limited, the targeting of beneficiaries has not been entirely
accurate, and the changes achieved are uneven. Moreover, issues such as lack of
accountability, weak coordination among implementing agencies, and insufficient
economic assistance and public services are still evident. Therefore, strengthening
the capacity of program implementers, ensuring transparency of information, and
enhancing community participation are required for the program to be more
effective and sustainable. | en_US |
