    Abstract
This research is motivated by the natural and cultural potential of Holbung Hill in Samosir Regency, North Sumatra, which offers beautiful views of Lake Toba from a height, cool air, and a charming green hilly environment. Despite having a strong tourist attraction, the development of this area still faces obstacles such as limited infrastructure, supporting facilities, and suboptimal tourism management. The purpose of this study is to identify and describe the natural, cultural, and economic potential of Holbung Hill as a tourist destination, as well as to assess the condition of infrastructure and supporting facilities available in the area. The research method used is a qualitative method with a literature study approach, field observation, and interviews with informants such as local communities, tourism actors, and local government officials. Data analysis was carried out descriptively to describe the condition and tourism potential of Holbung Hill comprehensively. The results of the study show that Holbung Hill has great potential to be developed into a sustainable tourist destination with natural wealth such as stunning natural scenery, cultural potential such as handicrafts such as ulos and there is also economic potential such as the development of MSMEs (Micro, Small and Medium Enterprises). However, it is necessary to improve infrastructure, tourism facilities, as well as better management and promotion in order to increase tourist visits and provide a positive economic impact for the local community.
