dc.description.abstractThe selection of outstanding employees within government institutions, particularly at the Class I Special Immigration Office TPI Medan, is one of the efforts to improve employee motivation and performance. However, in practice, the process of selecting outstanding employees still faces several challenges, especially in terms of objectivity, transparency, and consistency. This study aims to analyze the decision-making system using the Multifactor Evaluation Process (MFEP) method in supporting decision-making for selecting outstanding employees within the institution. This research uses a descriptive quantitative approach with a total of 68 employee respondents. Data collection was conducted through a questionnaire covering two main variables: the decision-making system, consisting of five dimensions (problem identification, alternative planning, alternative selection, implementation, and evaluation), and the Outstanding Employee Decision, which includes four dimensions (Objectivity, Transparency, Consistency, and Influence on Motivation). The results show that all dimensions within the MFEP variable have a significant effect on the decision of selecting outstanding employees, based on the t-test results indicating a significance value less than 0.05. Furthermore, the coefficient of determination (R²) value of 0.277 indicates that 27,7% of the variables influencing the decision to appoint high-performing employees can be explained by the MFEP Decision Support System, while the remaining 72.3% is influenced by factors outside this study. This proves that the application of the MFEP method has a strong influence in supporting objective, transparent, and consistent decision-making in selecting outstanding employees. Based on these findings, it is recommended that the Class I Special Immigration Office TPI Medan continues to optimize the use of the MFEP method in a structured and systematic manner. In addition, periodic evaluations of performance assessment indicators should be conducted to ensure that the selection process for outstanding employees continues to align with organizational needs and employee work dynamics.en_US
