Direct Cash Assistance (BLT) is a social assistance program that has been officially implemented since 2005. In Indonesia, BLT is primarily managed by local village governments, utilizing funds from the Village Fund allocated by the central government. The distribution of BLT Village Fund is carried out by the village government and is usually disbursed in cash to poor families or those economically affected. The management and distribution mechanism involves special village meetings to validate prospective recipient data, as well as official determination and reporting to the sub-district and district levels.
This study employed a descriptive qualitative research method. Data were collected through interviews, observations, and documentation. The data were analyzed qualitatively using Campbell J.P.’s Effectiveness Theory approach, namely Program Success, Target Achievement, Satisfaction with the Program, Input and Output Levels, and also Achievement of Overall Goals.
The results of this study indicate that: (1) The stages of achieving the objectives of the BLT program in S-2 Aek Nabara Village have been carried out properly and are in line with the program’s objectives; (2) BLT participants in S-2 Aek Nabara Village have consistently received assistance in the exact amount determined by the established procedures, without any deductions in accordance with applicable regulations. However, there are still inaccuracies in the targeting process of the BLT program, and in 2025, a 15% budget cut was made to the BLT program. Furthermore, BLT assistance in S-2 Aek Nabara Village has been quite beneficial in helping the community even though the nominal amount is relatively small, as the community still feels supported by the program. Nonetheless, there are still cases of misuse of the assistance for personal leisure, and the existence of BLT has also led to dependency, which may cause people to lose the initiative to improve their standard of living through their own productive efforts or work.
