Sustainable tourism is a development approach that emphasizes a balance between economic, social, cultural, and environmental aspects, aiming to meet the needs of the present generation without compromising the rights of future generations. In the context of regional development, sustainable tourism is expected to contribute to the achievement of the Sustainable development goals (SDGs), particularly Goal 11, which targets inclusive, safe, resilient, and sustainable cities and settlements. Parapat City, as part of the Danau Toba National Tourism Strategic Area, holds great potential to support this goal through the implementation of sustainability-oriented tourism practices.
This study aims to examine the influence of Sustainable Tourism, Community Participation, and Non-State Participation on the Achievement of SDGs Goal 11 in Parapat City. The research uses primary data collected through questionnaires distributed to selected respondents using a purposive sampling technique with an expert-based approach. Respondents include representatives from local government, non-governmental organizations (NGOs), tourism business actors, and local communities. The data analysis method applied in this research is Structural Equation Modeling (SEM) using the Partial Least Square (PLS) approach with SmartPLS software.
The results show that among the three exogenous variables examined, all variable has a positive and statistically significant effect on the achievement of SDGs Goal 11. Meanwhile, Sustainable Tourism has a positive but not significant influence, and Community Participation shows a negative and also not significant effect. These findings emphasize the crucial role of non-governmental actors in promoting successful sustainable development, and highlight the need to enhance community participation and strengthen the implementation of sustainability principles within the tourism sector.
