    Abstract
    This study examines the issue of social inequality in access to information technology among the urban poor, focusing on the residents of Pondok Kelapa Subdistrict, Duren Sawit District, East Jakarta. The problem arises from structural disparities that prevent certain segments of society from adequately accessing digital technology, including hardware, internet connectivity, and digital literacy. This research employs a descriptive qualitative approach, using data collection techniques such as in-depth interviews, field observations, and document analysis. The findings reveal that economic limitations, low education levels, lack of digital assistance, and minimal involvement from local institutions are the dominant factors that widen the digital divide in the area. The roles of neighborhood leaders (RT) and the subdistrict office are found to be passive in disseminating information and fostering residents’ digital skills. This research recommends a community-based approach to overcome structural barriers, including a “Community Data Package Program” at the neighborhood level and routine digital literacy training. These initiatives aim to ensure that access to technology becomes a means of inclusive empowerment rather than a form of social exclusivity.
