dc.description.abstractThe development of Integrity Zones (ZI) is one of the key strategies in implementing bureaucratic reform to establish work units that are free from corruption and oriented toward high-quality public services. This study aims to analyze the implementation of ZI development toward a Corruption-Free Zone (WBK) at the Faculty of Nursing, Universitas Sumatera Utara, and to identify the challenges encountered during its implementation. transformation process, and overlapping. A qualitative approach was used with a descriptive method, and data were collected through in-depth interviews, observation, and document analysis. The study applies administrative reform by Riggs (1970), which consists of three main indicators: heterogeneity, The findings show that the ZI development at the Faculty of Nursing has been carried out through the formation of an implementation team, formulation of action plans, and reinforcement of change management efforts, including individual, technological, and structural transformation. Despite obtaining WBK status in 2022, the implementation still faces several challenges, such as assessment indicators that are not aligned with the faculty's characteristics, limited human and infrastructural resources, and resistance to changes in work culture. This study emphasizes the importance of a comprehensive approach to administrative reform and consistent leadership support in fostering an anti-corruption culture and adaptive bureaucracy within higher education institutions.en_US
