This research aims to evaluate library services for the visually impaired at the Regional Library of Dairi Regency based on the standards of the International Federation of Library Associations and Institutions (IFLA). The focus of the research includes three main aspects, namely physical access, media format, as well as services and communication for the visually impaired. The method used was qualitative with a descriptive approach, through observation, in-depth interviews with library staff, disability experts, and visually impaired users, as well as documentation study. The results showed that the library had provided fairly good access paths to the entrance with a safe floor surface and a circulation desk that supported the needs of the visually impaired. However, there were still significant shortcomings such as the absence of handrails on ramps, the lack of contrasting color signs on stairs, the absence of elevators, and the unavailability of adequate braille and pictogram signs inside the library. In terms of media format, the library only provided a limited braille collection and had not yet been equipped with audiobooks, assistive software, and technological devices that supported visually impaired users. Services and communication were also not optimal, as seen from the lack of staff training, the irregular involvement of persons with disabilities in staff meetings, and the absence of special discussion groups and cooperation with disability organizations. The conclusion is that the Regional Library of Dairi Regency does not yet fully meet the IFLA standards in organizing inclusive library services for the visually impaired. The recommendation of this research is the need to improve physical facilities, develop accessible collections and media formats, conduct regular staff training, and enhance communication and cooperation with disability communities to create more friendly and dignified library services for the visually impaired.
