Implementasi Pengarusutamaan Gender (PUG) Melalui Perencanaan dan Penganggaran Responsif Gender (PPRG) di Kota Medan

Abstract

The implementation of gender mainstreaming (GM) through gender responsive planning and budgeting (GRPB) is an important step toward achieving gender equality in development, including in Medan City. This study aims to describe and analyze the implementation of GM through GRPB in Medan by applying Edwards III’s (1980) policy implementation framework, which includes communication, resources, disposition, and bureaucratic structure. This research employed a descriptive qualitative method. Data were collected through observation, interviews, documentation, and literature study at the Office of Women’s Empowerment, Child Protection, Community Empowerment, Population Control, and Family Planning of Medan City. Informants included the Head of the Gender Mainstreaming and Women’s Empowerment Working Team, the Head of Women’s Empowerment and Community Empowerment, the Head of the Program Development Working Team, and representatives from the Investment and Integrated Services Agency. The findings indicate that the implementation of GM through GRPB in Medan has been carried out by several regional government organizations, particularly through assessing previous gender related programs. However, challenges remain in every indicator. In terms of communication, coordination and socialization meetings are conducted but have decreased in frequency, partly due to adjustments in the Local Government Budget (P APBD). From the resource perspective, budget allocation and facilities for GM activities have been reduced, limiting the effectiveness of socialization and training. Regarding disposition, some staff members still perceive gender issues as the responsibility of the women’s office alone, reflecting limited commitment across agencies. Finally, the bureaucratic structure is weakened by the absence of a formal GM Focal Point in some agencies, leading to unclear coordination and responsibilities. The study recommends that the Medan City Government, especially the Office of Women’s Empowerment, ratify regulations to strengthen Medan Mayor Regulation Number 56 of 2018 and provide stronger guidance and support for implementers. This would encourage broader institutional commitment and ensure that gender issues are priority.
