    Abstract
    Law No. 8 of 2016 concerning persons with disabilities has been enacted to accommodate the rights and need of person with disabilities: however, its implementation remains far from ideal. Person with disabilities continue to face numerous challenges, including limited accessibility, non-inclusive education, inadequate healthcare services, and other social barriers. In Suka village, Karo Regency, there are 15 individuals categorized as having severe disabilities who require lifelong assistance and still encounter significant difficulties in daily life. To address these issues, the Yayasan Kesejahteraan Penyandang Disabilitas (YKPD) of the Gereja Batak Karo Protestan (GBKP) Alpha Omega, as a faith-based NGO, initiated and facilitated the implementation of the Community-Based Rehabilitation (CBR) program in Suka Village. The program focuses on five key aspect : health, education, livelihood, social inclusion, and empowerment. Therefore, this study aims to examine the implementation of the CBR program over the past five years and its impact on person with disabilities in Suka Village. This research employs a case study and mixed-method approach, combining quantitative and qualitative methods. The quantitative method was conducted through questionnaires to assess the condition of person with disabilities before and after the implementation of the CBR program, while the qualitative method involved interviews with stakeholders directly involved in the program to complement the analysis. The results show that the CBR program has had a significant positive impact on the lives of persons with disabilities in Suka village. The program aligns with the concept of Community- Based Development (CBD), which emphasizes community empowerment, optimization of local resources, and capacity building to promote social inclusion and improve the quality of life for person with disabilities.
